Are people still able to spoof or use bots .. Etc etc ?

Of course and there are also still maps around but mostly not open to the GP.

What do you mean maps around ? Like trackers

What happened with the lapras event? Does anyone know if that banned spoofers? I've yet to see a maxed lapras in a gym.

Afaik it was the API update that banned people, not the Lapras event.

They really missed an opportunity if that was not a trap. Two birds with one stone, could have got them some much needed positive publicity on websites articles too for trolling cheaters.

Nah. It got dark souls a lot of publicity when they griefed people who were playing the game illegally. GTA blew up cars. One game had cheaters make public apologies on YouTube. If it's clever people like hearing about it.

Increased Lapras spawns in an area of Japan that was affected by the 2011 tsunami (and is still trying to recover from, to this day), in order to help the economy in that area through tourism.

My son and I were battling a gym today, this is in a wide open parking lot next to a busy street and were joined by a level 31 player. There was no way anyone else was around, my son hypothesized about potential secret underground tunnels. While possible, I considered that highly unlikely.

The other day I prestiged a gym to open up a spot for myself near home late at night. Got it to level 7 and then all of a sudden prestige started dropping fast. I looked around to see if anyone was nearby. I didn't see anyone. I know this gym inside and out and would know if anyone was around. I watched the gym get torn down waiting to see the trainer's name to reveal the spoofer. He or she never put a mon and remained an unclaimed gym for 15 minutes. So yup there are still cheaters out there.
