Best Mewtwo counter to power up

So I have a few different options.
1) 98% IV lvl 19 Scivor with double bug moves
2) 82% IV lvl 20 Ttar with double dark moves
3) 96% lvl 20 Larvitar that I evolve/TM
For all of these I'm just trying to get to level 30. I have 125k dust to work with and candy isn't a problem. What would y'all invest in?

Roll with something like this unless you get focus last then you can switch in a gyarados or two

1) Evolve and power up the 96% Larvitar if candy isn't an issue. TM s to Bite/ and either Stone edge or crunch
2) Depending on how many Tyranitars you have I'd go with the scizor next.

Tyranitar is essential in my opinion, maybe evolve the 96% and use the 82% as is. I would just flat out pass on putting dust into the Scizor unless you just have a keen interest in building a varied arsenal

Check the IVs damage breakpoints to see if you should give the 82% a few power ups.

One benefit of Scizor is neutral damage from Focus Blast. Do you have some Gyarados (B/C or H) or Dragonites powered up that you can use against Focus Blast?

If there a alot of raids and people that you can raid with near you, then doing some Tyranitar raids is another option.
