Best defenders outside the tier list?

I got a abundance of stardust and have decided to power up some uncommon defenders for the fun of it.

So far I have decided to go with a 98% Golem with Mudslap+SE, so almost perfect in every sense and should easily be tier 4 at least when Rhydon is Tier 2.5.

I want to avoid pokemons like the ones that are in the in the current tier 4, since going for low CP high def/stam pokemns with no weaknesses is stupid as fuck since it ruins prestiging.

I got a 96% Razor Leaf/Sludge Bomb Venusaur as well I am thinking about, I don't have enough candy atm tho.

Golem is not that far off from Rhydon is my main point, I know it is not optimal but considering Rhydon is one of the most popular defenders in my area I just don't think it is that bad in the current CP-defined meta.

Muk is also one that have crossed my mind, but good luck maxing one out if you don't walk it like crazy. Not worth it sadly, but if I had the candy I would go for it.

You may wish to look at "The Pokemon That Didn’t Make It" under https://pokemongo.gamepress.gg/gen-2-tier-list-methods

The tier list is a good guide; but does not take into account counter diversity. Sticking a flareon or arcanine between to vapoeons, for example, is better than putting another grass-weak Mon there. Venusaur/victreebell between Rhydons is another example. Mons that counter the top big 7 counters and have relevant CP is the theme. This forces an attacker to either use a slot to deal with you curveball or accept a subpar matchup.

Im not so sure about that tho, I live in a water heavy area were myself and most other players seems to lack grass types, since I only got one good grass attacker (2000CP+ with good movset) I actually struggle with gyms that are stacked with Vaporeons for example.

I would much rather face 1x2500CP Venusaur, 1x2500CP Arcanine, 1x2500CP Lapras and 7x2500CP Vaporeons than just 10x2500CP Vaporeons for example since I simply can't counter all those Vaporeons.

I think you should try out different pokemon. My 2200 cp Venusaur and 1900 cp Tangela can clear almost an entire gym of Vapes and Rhydons with good dodging. A level 20 Tangela (1200-1300 cp) shouldn't have much trouble taking out any Vape or Rhydon, provided you dont eat a HP or SE. Victreebel, Vileplume, Bellossom, Eggy, even Sunflora shouldnt have much of an issue taking out 1 or 2 pokemon.

My only good grass is Exeggcutor with Confusion/Solar Beam at 2200CP, apart from that I only have one Tangela with a bad moveset/CP, a Venusaur with a defensive moveset and fairly low CP (~1700) and two bad Vileplumes with shitty movesets/CP. Closing in on a third Vileplume right now, if I don't decide to wait for a Bellossom. And I have pretty much none of the ones from Gen 2.

I recently got a Dragonite tho, which should help me out against those Vape stacked gyms.

Scizor's only problem are the fire types. They're common among attackers but still...

You pretty much have to use fire against him. If the rest of the gym is strong to fire, it's a good placement.
