Are a Pokemon's evolutionary moves pre determined?

For example, if I have a Machop now. And tomorrow they make the Counter/Dynamic Punch a legacy moveset. Would the Machop (evovled into Machamp after the change) still be able to get Counter/Dynamic Punch or no?

My understanding is it is randomized based on available move sets at time of evolution.

Evidence for "no": my son and I catch the same Pokémon while out together, but they evolve different moves.

Are you and your son at or near the same level. That makes a difference in CP or what you catch.

It makes a difference in CP for catching sometimes (ie. they encounter the same Pokemon at different levels), but the IVs, moveset, weight, and height of the encountered Pokemon are the same. Like if the lower level Pokemon with the lower CP was powered up to the the same level as the other one, they would be exactly the same. My brother and I catch the same Pokemon all the time. When they get evolved though, that's just a roll of the dice for movesets. It's random for what is available currently.
