2nd charged move

It take 10k dust and 25 candies to buy 2nd move for my munchlax but 75k dust and 75 candies to buy for Snorlax. So if I buy 2nd charged move for Munchlax, will he still have 2 charged moves after evolved ?

Yes. That is the point. All of the babies get a discount on their second move unlock. But they are also all level 20. If you have an evolved stage already at a high level, it might be less candy overall to give it the extra move.

Startdust is also a consideration.

As an example, taking an Azurill to Great League (evolved to Azumarill and level 36) requires 153,000 stardust, plus 10,000 dust for the second move. Alternatively, finding a Marill in the wild at level 30 and taking that to the same level will require 78,000 startdust, plus 50,000 for the second move, potentially saving you 35,000.

Even more if you catch a weather boosted Azumarill. However, if you can get a lucky Azurill, that halves the power up dust cost, making Azurill the cheaper option when lucky.

That is true, although not all evolved forms of the baby Pokemon are easy to find.
I can probably find Azumarill, but Togetic is really rare.

In other words, it's probably okay to hold off on getting and extra more on Azurill, but you can do it on Togepi.
Maybe not on Budew, but maybe on Munchlax.
