TypingJolteon is a pure electric pokemon. Being a single-type Pokemon is advantagious in one way: it cannot have any double weekness.
Its attacks are strong against water and flying. This gives him a double SE advantage over gyarados and a single SE advantage over various water pokemon. Stats / CP
Jolteon is not directly a glass cannon, but it has a strong attack stat and a week stamina, defense is ok. This gives him high CP (good for gym placement, bad for prestiging) and potion efficiency - it can be healed without max-potions.
These Stats (glas-cannon-like) are good for a dodging attacker. Attacking Movesets
with Cycle damage, all movesets are in a range between 84 and 100%, there are no really week movesets. Best fast attack is thundershock, as it is faster and allows flexible dodging and does more damage in combination with any of the charged moves.
Best charged moves for attacking are Thunderbolt and Discharge whereas Thunder (being a fullbar-move with moderate damage) is weeker.

Jolteon got a superb quick move for defense. With volt switch (25 damage, 2.3 sec)

is a kind of the new "bubble", the slowest and strongest quick move in game. This makes it perfect for defense.
Charged moves are quite similar to attack, Thunder is underwhelming, the other two are ok.
There are interesting alternatives to Jolteon
Raichu, Electabuzz and Magneton can be used as prestigers.
As attackers, Lanturn (with double electric moveset) has a good defensive typing more bulk and weeker attack can be used without dodging so much, Ampharos is well rounded, no glass cannon, no tank, good STATS and high CP, just ok. Ampharos with volt switch is the better electric defender. Good Matchups
Gyarados, Waters Counters
Ground and Rock Pokemon, with Rhydon and Golem being the most prominent. Conclusion, Evaluation
Jolteon is easy to obtain and really strong with his special matchup against gyarados. It can be used against waters too, but missing to dodge one hydro pump makes it faint instantly. Dodging is recommended.
With the Gen2-Update, it got a really good defending quick move; As defender, being week on bulk and thus not really good, it will deal much damage until it faints fast.

Yes, it is the slowest, but it has 20 power. It does has 25 EPU.

Not so if the Jolteon's level is a lot higher, also that Jolteon has the ability to kill Gyarados before letting it using Hydro Pump with Thunder and Thunderbolt.

I see two main HP-users: Gyarados and Vaporeon. Both killed my attacking jolteon with HP more than one time. HP is hard to dodge now.
