Overview
Mega Gyarados may be a bit under-powered when compared to its competition, but it's still going to make you feel pain when trying to farm down its Mega Energy! Mega Gyarados has the highest defense stat among all of the Water Type Mega Evolutions, and while it has the second highest defense of all Dark Type Mega Evolutions, it has no double weakness to exploit. This fact, when combined with a high attack stat and a few attacks that are just downright mean to face on a raid boss, Mega Gyarados is a fairly challenging prospect! When aiming for the trio, TDO is going to be the main problem. Many of Mega Gyarados' attacks are not resisted by its counters, meaning it can wipe teams fairly quickly. But by prioritizing dodging, staggering team wipes so that it can't recover HP from a full-wipe, and throwing in an anchor or two to stay in the fight for as long as possible, it's definitely doable with 3 trainers.
Note that a 2-person run is possible given Weather, Mega, and/or Friendship boosts, but it is much more difficult.

The best teams for the short-man run strive for a mix of DPS and TDO.

Weather, Mega, and/or Friendship boosts can make a huge difference in total performance, and teams should be built around them.

Mega Evolutions should generally be picked to match the raid group's planned teams in order to maximize the Mega Evolution bonus.

Try to stagger Mega Evolutions between all players so that the resulting boosts stay active for as long as possible.

Re-entering will be necessary in the trio without boosts. Immaculate dodging may be able to avoid this.

Dodging is genuinely recommended.

It might be wise to have one player back out, heal up, and then quickly re-enter after their 3rd Pokemon faints. This will help prevent an all-trainer wipe that will allow Mega Gyarados to recover HP.

Mega Manectric leads the charge as the highest DPS Mega option for this raid. It deals very high damage and boosts the extremely useful Electric Type while on the field, making it the prime candidate if you don't intend to sync up teams with your raid group.

Mega Venusaur is the tankiest Mega Evolution option, and sports good damage as well. In particular, its ability to resist Water Type moves can be very valuable, so it's generally a great Mega Evolution to bring in most situations.
The main claim-to-fame for Mega Venusaur is that it buffs Kartana while on the field. With a single Mega Venusaur and 2-3 Kartana fighting at the same time, Mega Gyarados' HP is going to drop very quickly.

When the team is bringing Electric Types, Mega Ampharos is the semi-risky tank option for this raid. Its Dragon typing allows it to resist Mega Gyarados' most powerful attacks, but it also becomes weak to its Dragon Type moves. On the bright side, Mega Gyarados' Dragon Type arsenal isn't extremely dangerous outside of Outrage, so it can pay off to pick Mega Ampharos.

Mega Lopunny is a great choice if your raid group is heavily invested in Fighting Type attackers and/or the weather is Cloudy. Outside of these situations, it's a bit mediocre.
Mega Lopunny has the advantage of boosting Terrakion while on the field, which is a contender for the title of "best Pokemon in this raid". However, this boost is less universal than what Mega Manectric grants, as Terrakion's performance is a bit more tied to Mega Gyarados' moveset.

Kartana is an absolute monster. A great moveset, great typing, and huge Attack stat all come together to make for Mega Gyarados' worst nightmare. This is a universal pick that will perform especially well against Dragon and Water Type movesets.

Terrakion is pretty comparable to Kartana in terms of overall performance thanks to the absurdly powerful Sacred Sword, but it's also a bit more polarizing in this raid. If you're facing a Dark Type moveset, then Terrakion will excel, but its weakness to Water means that it can also be a risky pick. It's good regardless of the circumstance, but it definitely has a preference as to when it should be used.
