PvP Moveset Explanation

Counter + Psycho Boost and Rock Slide or Thunderbolt

Counter is one of the best fast moves for PvP, Zen Headbutt is one of the worst, even with STAB. Bonus perk to Counter for coverage against Dark-type counter picks.

Psycho Boost is one of the best charge moves for PvP, and is exclusively limited to the various Deoxys forms. A low 40 energy cost combined with a high 1.75 DPE (Damage Per Energy) puts a lot of pressure on shields . 

Rock Slide provides more coverage than Thunderbolt and performs better on paper in terms of energy cost and DPE, but Thunderbolt does have niche uses against popular Water-type Pokemon like Azumarill and Blastoise. 

It should be noted that with a Counter / Psycho Boost / Rock Slide moveset, Deoxys Defense Forme is able to hit 10 different typings for Super Effective damage, which helps solidify the DNA shield as one of the best Pokemon outside of Master League.

Great League : 5 / 5

The insane performance of Deoxys Defense Forme is held back mostly by its limited availability to EX raids, which limits the candy needed to unlock its expensive second charge move. The rewards for this expensive investment are definitely worth it, as this DNA Pokemon is ranked as one of the best Pokemon in Great League, with a win rate of over 78% against anything allowed in this league! Excellent stat distribution results in amazing bulk, and a powerful moveset enables this monster to threaten up to 10 different typings for Super Effective damage at any point, assuring its dominance over most opponents. Coverage against its weaknesses to Dark and Bug-types leaves few able to overcome Deoxys, though certain Pokemon like Sableye, Haunter, and Altaria breathe some fear into Deoxys Defence Forme

Ultra League: 4.5 / 5

With a maximum CP of 2274, Deoxys Defense Forme somehow still manages to find its way into Ultra League and wreck havoc, claiming wins against a majority of Pokemon that aren't near the top of the ranks. Losing its former dominance to big names like Giratina, Cresselia, and Venusaur is an indication that its rein of supremacy is over. 

Master League 2.5 / 5

Deoxys Defence Forme doesn't do as well in Master League. It still wins against Lucario though.
