Offensive Moves Explanation
  • Extrasensory is clearly Lugia’s best quick move. It has STAB and the majority of Lugia’s targets are Poison or Fighting-type.
  • Dragon Tail lags behind in usefulness, but it does provide neutral coverage for Lugia should you use it to take on Psychic-type Pokemon.
  • In a vacuum, Future Sight is on par with Sky Attack. However, Future Sight shares the same type as Extrasensory and therefore is slightly more useful.
  • Hydro Pump isn’t a bad charge move, but it's sub-par on Lugia. Many other Pokemon make better use of it as direct counters and have STAB to boot.

Rating Explanation:

Lugia is the much anticipated first released cover legendary species in Pokemon GO. In the main series games, cover legendaries are known for being an in-game win button. Does this apply for Lugia in Pokemon GO?

Relative to expectations, Lugia is somewhat disappointing. Its stats are heavily slanted towards defense, which is not ideal in the current raid-centered metagame. Because it is a legendary species, Lugia is also prevented from utilizing its bulk as a defender. So its role is primarily as a bulky Psychic-type attacker, which isn't the kind of niche worthy of a legendary.

That said, Lugia can play an important role in raids against bosses weak to the Psychic type, supplementing adequate attacking power with massive bulk. It runs through gyms without breaking a sweat and anchors teams far better than Snorlax and Blissey. By no means is Lugia bad, but it doesn't usurp Dragonite and Tyranitar as kings of the metagame.

Raid Boss Counters
SupremeOverall best counter always. Almost always top in DPS and very high in survivability. The Pokemon you want for the job.
GoodThe next best if you don’t have Supreme Pokemon.
TankWhen you’re down to your 5-6th Pokemon and need to hold the line and not suck while doing it. Tanks always have more survivability than Supreme, but less DPS than Good.
GlassMore DPS than Good with significantly less survivability. Note: Less DPS than Supreme.

Lugia can be tricky to counter well due to its variety of charge moves. Overall, Tyranitar and Zapdos are you best bets against all of Lugia’s movesets. For “Good” counters and “Tanks” (and to a slight extent “Glass”) their usefulness often alters with Lugia’s moveset. For example, against Hydro Pump Lugia, a level 35+ Gyarados moves from “Good” to “Supreme” but against all other iterations of Lugia it’s just “Good.”

You can “tell” what charge move Lugia might have through the game’s auto-select choices. If you have a powerful Tyranitar and it isn’t auto-selected, you’re likely up against a Hydro Pump Lugia. In this situation, Gyarados, Dragonite, and Lapras are more useful than usual and Golem becomes “Glass”. The below rankings are meant to reflect what’s good to use and how they rate against all Lugia sets, not just specific movesets. We would like to reiterate that even against Hydro Pump Lugia, Tyranitar and Zapdos are still “Supreme.”
