PVE Offensive Moves Explanation

  • Thunder Shock has slightly more DPS than Charge Beam

  • Thunderbolt is more flexible and consistently outperforms Zap Cannon in relevant match-ups.

  • Thunder's low power renders it the worst charge move.
  • Drill Peck does benefit from STAB, but doesn't really synergize with Zapdos' fast moves. 
  • Ancient Power has no use on Zapdos. 

PVE Overview

Of the initial 4 legendary species released in Pokemon GO, Zapdos was arguably the best. But with the introduction of Raikou, Zapdos is no longer the Electric king. Raikou possesses better bulk and more powerful moves that overcome Zapdos’s slight ATK advantage. By no means is Zapdos bad; players just have a better option now.

Zapdos’s Flying typing gives it an advantage in a small subset of matchups, but the extra weaknesses, particularly to Ice, can render the dual typing more of a curse than a blessing.

PvP Moveset Explanation

Thunder Shock* + Drill Peck and Ancient Power or Thunderbolt

The legacy Thunder Shock performs better than Charge Beam due to faster energy gains, but since it was only obtainable from raids, this option is only available to Zapdos in Ultra or Master League. 

Drill Peck sports a relatively cheap 40 energy cost (the lowest among Zapdos' charge moves), and therefore is used for shield-baiting in addition to its decent STAB damage output. Ancient Power offers wide coverage and also helps Zapdos deal with its weakness to Ice-types. Thunderbolt takes advantage of STAB to inflict large amounts of damage, and is more useful when fulfilling an Electric-type role. 

PvP Rating Explanation

Great League: 1.5 / 5

Zapdos is a good Pokemon: this statement is an absolute fact. However, it has a serious problem: while its typing and strong moveset allows it to hit very hard and excel as an Electric-type attacker, it's also horribly invalidated by threats such as Steelix, which will basically make it seem as though you left one of your Pokemon out of the fight entirely. In the Great League in particular, this leaves Zapdos in a bad place, which is compounded by the limitations on its CP for the league. The addition of Drill Peck and Ancient Power from the July 2019 move rebalance are extra tools which gives Zapdos more versatility, though they aren't enough to offset the poor bulk and exploitable typings. 

Ultra League: 3 / 5

Zapdos comes into its own in the Ultra League, where it once again acts as a highly focused counter. Here, it can take down big names such as Lugia and Lucario, while also posing a massive threat to most Water and Flying types in the tier. However, once again, Zapdos is going to require good team support and the switch-advantage to be effective, as many other Pokemon don't really even have to acknowledge its existence on the battlefield.

Master League: 4 / 5

Zapdos shines brightest in the Master League, where its high CP leaves it unbound as a top Electric-type pick for the tier. The list of threats that it can eliminate grows in this tier, granting it niches against Lugia, Metagross, and Lucario in particular. However, once again, many other threats see it as a paper doll. Zapdos' Flying-typing also gives it advantages, such as a resistance to the nearly ubiquitous Counter-users, but it also leaves it with weaknesses to moves that many of the Pokemon that it would like to otherwise counter. On top of this, Raikou's access to the narrowly resisted and very powerful Shadow Ball puts it in a much stronger general place as an Electric type for the tier.
