Do pokemon only gain half as much CP per power up after pokemon lvl 30?

Are there any other lvl 30+ players that can help me with this. At lvl 29 when my pokemon's max lvl is 30.5 on the second to last power up to max for executor and venasaur was 42 and 39cp respectively. On the last power up it was only 21 and 19 cp respectively and now that I'm lvl 30 its hasn't increased. Does that mean that once a pokemon reaches lvl 30 it only receive half as much power increase per power up even thought the cost continues to increase. The math based on the max cp possible for each Pokemon supports this. And if my assumption and math are right, should we wait for a future update to power up our near perfect IV Pokemon higher than lvl 30

Unfortunately, yes. Niantic purposely made it so CP gain halves past level 30. We can see that by examining the CP Multiplier chart.

Is that going to stay that way or is there a possibility we could ruin our perf IV Pokemon by powering them up past 30 then they change it without scaling in a future update? I can see that looking at the chart more closely. But a more user friendly graph or explaination would be helpful as more players get to this point

Yeah that is unfortunate. I am currently level 28 about to hit 29 today and then I will be in the same boat. I haven't yet decided whether I'll keep powering them up past 30 or not. I have only kept powering up a few of my best Pokémon. Maybe this could be a good time to catch up with other Pokémon? I don't know. As if the increased dust cost wasn't already painful enough even if the Pokémon gained the same amount of CP prior level 30.
