I dont agree. Zapdos' charge beam last breakpoint in extreme weather is lvl 27,5. I dont think powering up your lvl30 Zapdos will make as much a difference as powering you lvl15 to 27,5.
If you dont want to power up another Zapdos then go ahead and power up the lvl30. But if you really want help with Kyogre raids then I guess the lvl15 is a better option.

Zapdos Power-Up
I have two Zapdos at 96% (15, 15, 13 ignoring order). One I powered up to level 30 when the bird left being a raid boss. It has 13 attack (so 15 stamina and defense). 13 attack was the highest I got. During field research, I got another zapdos with 13 defense and 15 attack (15 stamina too). I also have 21 zapdos candy from field research.
While the 15 attack obviously has a higher potential, since I don't think zapdos is really worth using 50 rare candy to get it to level 30. It seems like it might be smarter to just use the extra candy to boost the level 30 option, to help with Kyogre raids. Would you agree?

I'm in a similar situation; 91IV Zapdos from last summer which I'd powered up to L32, then suddenly from field research rewards, I ended up with two 98s and a 96. Decided I'd just stick with my existing 91 Zapdos because of the enormous amount of resources I had put into him and the fact that oodles of dust and RC for a margin gain isn't really worthwhile.
Zapdos has a bad moveset compared to Raikou also its flying type is very unfortunate cause a lot water mons do have ice attacks.
Personally, I was so hyped about him that I converted candies to max out 2 of them at that time. But cause of the mentioned reasons I only maxed out one. Despite having 96% with 15a and the candies.
So no, I wouldnt invest in any of them. Unless u sit on a crazy amount of stardust. Candies are also better invested somewhere else
