Wild pokemon CP

About 3 weeks ago, I saw a Tangela, caught it, found it had perfect IVs, and announced it in my local chat. A buddy came and caught it too; his was the same level and also perfect.

Earlier this week, after a raid, three of us all caught the same Hypno, and while mine was strong (maybe 1200 CP, not sure of the exact count), the other two players caught one that was about 800 CP, and about 150 CP. Both players were not as high level as me, but high enough to catch the Hypno at the level I caught it at.

Is this a change in the game? If I find something strong, will others find something random (same species, different IVs/level)? Somewhat confused.

All players above lvl 30 should see the same Pokemon. For players under 30 it is rerolled.

Pretty sure that's it exactly. I'm 40, the other players were 29 and 27. Good to know that only level 30 and up can take advantage of knowing the level/IV of a pokemon someone else caught. Thanks.

Raids are always randomized whereas wild catches are fixed for everyone above 30 and completely random for everyone else.

My guess is that it was 'on the hour' and the weather changed.
The same wild pokemon will have it's level and IV rerolled ( resulting in different CP) if it is already spawned when the weather changes.
That is, you caught it, then the weather in game changed then your friend caught it.

...and/or not all of you are over lvl30.
