Wigglytuffs as Rayquaza attackers

So I have read about P/DG Blissey having enough DPS for a 4 man Rayquaza raid.

So I thought: Wigglytuff with P/DG or P/PR gets STAB for both moves (Blissey doesn't get STAB for DG), and Wigglytuff has higher attack stat. Cloudy weather (which boosts fairy) is also very common here. Would weather boosted L30+ Wigglytuffs with P/DG or P/PR be a viable tank counter for dragon moveset Rayquaza?

Clefable is tankier and have a higher atk stat.

Definitely higher Atk, with 22 more. But is it objectively tankier? Does the 77 higher Def outweigh the 110 lower HP?

Where did you read about P/DG Blissey 4 manning Ray?

On some comments on TSR.
Also I checked it on Pokebattler, my L35.5 Blissey (if fast TMed to P/DG), beats Ray in 1170 sec in rainy weather (no boost to either side). In cloudy weather, it drops to 1042 sec.

Just checked it on Pokebattler, L33 P/PR Wigglytuff beats Ray in 830 seconds in cloudy weather, enough for a trio. Gardevoir is much better for this, but Jigglypuff is 50 times more common than Ralts here.
