Why Niantic won't allow players to obtain exclusive moves through TM?
It is scary to evolve anything now days, or even invest money for a hundo legendary. it is all because that "exclusive move" that might come in the future. What make it even worse is that Niantic does not allow you to TM your hundos to those exclusive moves. Why not?

Because money. If you can TM a pokemon to its 'exclusive move' after an event, niantic wont make money from that exclusive move. Imagine if they made every pokemon able to learn its event move from now on after its event, people wouldn't go out and raid on raid days. They would likely still catch pokemon for CD's, but mostly just for the candy.
I dont like the exclusivity of these moves, mostly being a newer player I dont have the older legacy moves from pre-CD, but I understand why niantic makes them, they generate a lot of money as well as bring players back and also do liven up a somewhat stale meta.
It sucks that Niantic rewards the "wait and see" style of playing, it prevents people from enjoying the game.
It takes a lot of time and effort to seek and find your desired pokemon + collect the resources... and then you are afraid to enjoy it because Niantic doesn't care about your effort and your achievement so they are going to f*** it up.
In April I got a 98% lvl 15 Moltres as a reward from the research task and I had like 40 Moltres Candy at the time. Moltres was the best fire attacker so it was only natural for me to collect the 200+ rare candy and 200k+ stardust to power it up. So, after 1 month of effort I finally took it to lvl 40... and then Niantic decided it was a good idea to release it for 3 hours in shiny form and with an exclusive move... and I got not 1 but 2 other Moltres with 98% IV's (not shiny). Well that's good right? Because it's a different attack, but not superior, it has different kind of utility.
So, thought, well... it doesn't matter, I can have 1 Moltres with Overheat and another one with Sky Attack... right??? NO, because now Niantic has decided that the last one (the one with Sky Attack) can have both Sky Attack and Overheat, but the one that knows Overheat can't learn s***.
Before I had a different Moltres, now it has become the wrong Moltres. Thanks Niantic.
I agree with you, this major change in "game play" is really frustrating to many who enjoy gradually building up their pokemons.
Now it is about saving mudkips/beldums hoping for future CDs. Keep gathering rare candies for possible raid events with signature moves for Mewtwo and the weather trio. Finally, sacrifice to the gods of the real world that you will be able to participate in the next meta changing event.
WAAA!!!! Someone somewhere has a better Pokémon than me and THATS not FAIR!!!! I don’t care that they have been playing from day one!!! I don’t care that I can easily trade for one!!!! I don’t care that the game has become so nerfed that most community day moves don’t really matter!!! I don’t care that most of the community day Pokémon are soon to be outclassed if not already outclassed!!!! YOU have ONE so myself entitled crybaby self DESERVES one!!!!
Seems Niantic wants to create "moments"...for instance, maybe you made a game clinching free throw during your last 8th grade basketball game...not an extraordinarily tough thing to do (make a free throw) but you did it and it means something. The OP and every other poke populist wants every move open all the time...it would cheapen your poke spotlight moment as much as going to Chuck E Cheese and making a basket at the buzzer.
