Which species were very powerful in the console games but are useless in PoGo (or vice versa)?

For RBY, I would nominate Dugtrio, which is very fast and has great STAB moves. Learning Cut and that Electric-type foes are common adds to its in-game usefulness (though it was never a competitive powerhouse). Unfortunately, PoGo ignores the Speed stat (making its low Stamina far more relevant) and did not give it the moves to compensate for its average attack.

Salamence - Second highest neutral DPS in the game, tankier than for example Exeggutor. Far from useless, will be top tier counter to multiple future raid bosses.
Metagross - Tied for highest steel type DPS with much more bulk than competition, high psychic type DPS with much more bulk than competition. Far from useless, good on both offense and defense.
Slowbro - Decent gym defender, bulky, bad matchup for Machamp and can punish Dragonites with Ice Beam. Somewhat useful.
Azumarill - Top tier low cp defender for slow motivation decay. Somewhat useful.
Clefable - Decent gym defender, bulky, bad matchup for Machamp, Dragonite and Tyranitar.
Arcanine - I'm sad for this puppy :( He's a good boy and deserves better. But it must be said that he was top tier before the stat formula rework.
Starmie - Collectible for Hidden Power. Not far from useless but it has a role in the game.
Crobat - Not completely horrible, can fill in raid solo teams for lower level players. Close to useless but not quite.
Umbreon - Decent defender due to amazing bulk, even if it has horrible typing for the meta. One of the slowest mons to defeat with an optimal attacker.
Donphan - Decent filler for ground attacking, decent defender that can punish Machamp, Dragonite and Tyranitar quite hard. Deserves to have a ground quick move instead of Tackle.
Suicune - The injustice is strong in this one. It was unkillable in the main games. So sad.
Ho-Oh - Great counter to SoB Groudon and B Kyogre, their hardest movesets. Anchors Machamp teams well and super potion efficient for fighting gyms. Surprisingly useful for how garbage its moves are, it would've been a great investment when Groudon had just come out.
Lugia - Best potion-efficient attacker for gyms in the game. Completely trivializes soloing Machamp and will do so for any future fighting type raid bosses too. Certainly has a use.
Rayquaza - Ok now you aren't even trying anymore. This mon is Mewtwo-level amazing, highest neutral DPS in the game, best generalist we have and will be supreme (glass depending on boss moveset) against a bunch of future legendary raid bosses until anything can outclass it.
Milotic - Decent gym defender, far better than Vaporeon ever was due to superior moveset.
Celebi - Unreleased so talking about it is useless. But I agree it doesn't look too useful from what exists in the game master right now.
Mew - Same as Celebi.
Regice - Irrelevant only due to timing. If it was released before Rayquaza it could've been a great anchor to avoid rejoining or just to conserve items in big raids.
Regirock - Might be very ok. Not that much lower DPS than Golem but much, much bulkier. This could be desirable to many players and especially if we get raid bosses that can KO Golem with a charge move that Regirock can tank.
Registeel - If this guy doesn't make Niantic realize their stat conversion formula sucks nothing will. Ridiculous.
Deoxys - Unreleased, useless to talk about it before we know how its forms will function.

I get that it's annoying that some mons aren't as good as they were originally but that doesn't excuse calling them useless. Yes, our nerfed Rayquaza isn't downright broken but it's still one of the best mons in the game.

tl;dr you just called Rayquaza useless, that's absurd levels of retarded.

That's the problem. Rayquay usually has more dps than Dragonite, but lower bulk and tdo, to the point where it sometimes doesn't get an outrage off, and dnite outdpses it. It's a bit of a tossup.
For the master of Kyogre, Groudon, and the sky, the all-powerful Pokemon That Broke Smogon When It Mega-Evolved is a little underwhelming.

It would be interesting if they introduced a speed stat. It could determine how fast/slow your Pokemon attacks (which would be a multiplier on the quick/charge attacks), and also its dodging speed.
I wish they'd do anything to change up the battling!! -_-

I agree that speed needs to be handled better, but affecting how fast the attack animations are would take a lot of balancing. Unless they scale it so that the DPS stays the same and you just get easier dodging, which would still be better than nothing.

The starters (ignoring mega evolutions) are not high tier competitive pokemon in the main series.

Something Niantic could do though to give them a boost: Add in the evolved starter special moves Plant Frenzy, Hydro Cannon, and Blast Burn as strong two-bar charge moves available for all evolved starters.

Venusaur was the 2nd best grass type until gen 3 after which it was still the tankiest grass type attacker with good DPS. Charizard isn't exactly bad, has very good movesets and functions like a discount Moltres. Sceptile is tied for the best grass type currently, Blaziken is a decent fire and fighting type and Swampert is the 3rd or 4th best water type. I'm under the impression that the starters were never considered that good in the handhelds anyway.

Alakazam was downright broken in RBY, doesn't quite live up to that, but it's far from weak in POGO.
