Which to max out first?

1: Electivire CP 2896 L36 15/15/14 TS/WC,TP
72k dust, 98 candy (18 currently, 80 needed)
Bought the second charge move when it was an Elekid, without thinking much. I don't really regret it as it's only 10k stardust and 25 candy, and it could have saved me from an endless CTM loop for WC.

2: Steelix CP 2121 L31.5 15/15/15 DT/Cr
134k dust, 168 candy (44 currently, 124 needed)
I want to max it out for PVP ultra league and as a Metagross blocker in gym defense.

The main question for these 2 is, is it really necessary to max them all the way to L40 right now? Candy is a bit of a problem right now, but both can be farmed with field research (thank god the quests that rewarded them stayed). Stardust is more of a problem here, and I want to know if it's better to spend it somewhere else.
Also, should I get a second charge move on Steelix sometime?

3: Feebas L15 15/14/14
My best one from farming field research for the whole of December. I don't even have the Milotic pokedex entry yet. I don't know how useful Milotic is in PVP though. Besides that, its only purpose is pretty much as a gym defender.
246.4k dust. Candy isn't a problem.

4: Swinubs
I have 3 lucky Swinubs, L29, 21 and 20, all 90% IV or above with 15A.
L29: 80k dust, 340 candy
L21: 110k dust, 394 candy
L20: 112.5k dust, 398 candy
Total: 302.5k dust, 1132 candy to fully evolve to Mamoswine and max all 3. That dust though, thank god all 3 are lucky.

I have a Steelix, not maxed out, but when used in PvP, it's not very good. I think Steelix was intended to be a tank on gyms. Electivire on the other hand I believe has the highest DPS out of all non mythical electric types. I suggest powering up Electivire, seeing that the 7km eggs now include Elekid, PLUS the event giving you 2x Candy and Stardust for hatching. Electivire would probably be the easiest to evolve.

Milotic is one of the best gym defenders in the game, I'm not too sure how they fare in attacking situations or in PvP. I don't know when Mamoswine is being added to the game, but it might be smart to prep for its arrival. I have one strong Piloswine and I'm sitting on just over 100 candies so I can evolve immediately once Mamoswine is added. (It'll be the best Ice Pokemon in the game by far)

Currently, I suggest Electivire, then work on your Swinubs.

The Electivire and Steelix are already pretty good levels for raid or gym use. You can take them up a little more with the candy you have available if you want, then continue one power up at a time when you have more candy, which also softens the pain of spending so much stardust at once. Although, higher CP will also increase Steelix's motivation decay rate so it is reasonable to wait till you have farmed enough candy to max it out in one go for ultra league.

If you are only planning to use Milotic for gym defense, you could just take it up around level 30. If it helps though, 15a/14/14 at level 40 will be a nice palindromic 2992; only 100% will break 3000 cp.

I'm personally not worrying about evolving Swinub until Mamoswine is added or maybe if Rayquaza makes a raid return. I have several lucky trades plus high weather boosted catches waiting though, and I already have the Pillowswine pokedex entry from raids.

Electivire is cool and all but I don't see the need to max it right away. I have a hundo one sitting in the early 20's because I have no need to max it. I think your dust would be better spent elsewhere.

According to the GamePress article Steelix makes a very good check to Giratina in Ultra League, who is an absolute monster there. If you're having trouble with Giratina it's definitely worth consideration. I'd experiment with mine if I had resources to power one up. I see it as something of a general rule that Pokemon used in PvP should have a second attack so you have as much coverage as possible. Obviously this is harder to meet if you plan to use legendary/mythical Pokemon.

I don't know if I'd max out a Milotic. I dump mine in gyms only occasionally and it lasts about as long as any other defender in my area. YMMV.

Save the Swinubs until either a) Mamoswine is released or b) Rayquaza returns to raids. The evolution cost for Piloswine will likely go down when Mamoswine comes out and after the effectiveness rebalance Piloswine has higher DPS than Rayquaza against itself given any move combo.
