Which Kyogre?

93% with 12A, 15D, 15HP (2303CP)
91% with 13A, 15D, 13HP (2300CP)
84% with 15A, 13D, 10HP (2289CP)

I’ve already got one powered up to level 30.5 (14A/12D/13HP, 3472CP) and will eventually max it out, but 36.5 is a long way away (that’s the final Regirock breakpoint, which is the only real raid boss I’ll use kyogre for in the next 3 months). So, I want to get a 2nd one up to start chipping away at both. Thanks!

I like the 91% one. I think Stamina is overvalued, but not so much that 15A 13D is worth 3 points of it over 13A 15D. I also think break points are overvalued vs. bulk points (which is better, one point more on 5-9 quick attacks, or one extra charged attack?) so I have no problem with 13A 15D.

But, if your resources are limited, there's plenty of other good counters to Regirock, including Machamp (who is good for all three), and SB Groudon. Kyogre is a beast, but as you say, Regirock is it's only likely use in the next six months or so for legendary raids. And going forward, you might want all three above powered up, but that's a problem for another month.

Either #2 or #3, but as you said, I would focus on easier to obtain counters. I'm running 8 Machamp, 3 Hariyama and a Flareon and prepping my team like that made the difference between my raid group and another. They made 7 work on the fourth try... our 7 did it on the first with 40 sec remaining.

Thanks guys, I think I’m going to go with the 91% with 13 attack. I agree breakpoints are overrated but needed some validation haha.

This is all just for rare candy usage, not to actually use the 2nd kyogre as an immediate raid counter. I could plug candies into my moltres and entei but just can’t bring myself to maxing them. I run a moltres, entei, and 3 maxed DP machamps as my A-team, and 3 BB charizards and 3 SD/SE ttars as my B-team (swapping the ttars for 3 DP hariyamas if focus blast).

All them look good to me but I would say 91%. The one I powered up has 14 on all stats and he does really good. The 91 has a really good distribution.

Why not wait until you are best friends and trade lower iv ones back and forth until you get a better one, assuming you have caught a bunch and not transferred them.

This method definitely isn’t ideal. We aren’t certain what will be next after Regice, OP may not be best friend status by then. OP also might not have someone to work this out with

3 months to best friends, minimum, and from what I've read, you can only trade a pokemon once. And then there's the dust cost for trading legendaries. Not advised.
