Which Groudon to max out?
Both currently level 20. IVs are A/D/S.
1: 14/14/15, MS/Eq
2: 15/14/11, MS/SB
I can use CTMs if needed.
Are there any important breakpoints for MS Groudon against raid bosses (including Gen 4 legends) that only 15 attack can hit?

A high level Kyogre is a great asset. Kind of a water version of Entei. I wouldn't be to concerned about a Jynx solo right now. If you find a high level (IV CP) Charmander and evolve to Blast Burn it could save a bunch of rare candy and dust powering up a Moltres.
The mover of mountains Groudon will likely still be the best ground attacker post G4, while handy and cool looking, ground is not terribly prevalent in the meta. That said I will max my %100 Groudon eventually.
