Because I don't have a powered up Entei. All my Flareons are a higher level than Moltres and perform better against Jynx.
I did break out 2 Espeons for a Machamp raid today though, first one Ive seen in weeks

Flareon was one of the best budget options for Blissey killing in the old gym meta. Like many other less hardcore players at the time, I didn't get a double fighting Machamp or a double dragon Dragonite until raids/TMs happened so my Flareon squad and my one C/SoB Exeggutor saw tons of use.

I didn't get a Machamp worth powering up until raids started, so my FS/O Flareon was my fastest Blissey killer. I had to have my dodges on point, but I maxed it out at every level (it sits at 32.5 now). Overall, I feel like Flareon is a touch underrated. Great DPS, easy to attain, trash it without much worry if you're short on revives.

Vaporeon is the strongest, but Espeon w/ FS would be my fave. I’m irritated I haven’t evolved an Espeon or Umbreon without using the initial cheat.

You know you can force evolve to Espeon by walking your Eevee over 10km and then evolving it during the daytime (from the buddy screen) right?

Jolteon is ok, I still don't mind raiding Lapras. I did a rain boosted one at a frequent EX park early this evening, Jolteon came up in my recommended party. We had high levels battling it, so 3255 Raikou and then a boosted Jolteon was about all I needed.

Espeon by far it's on par with other psychic types as a powerful glass Cannon and easily attainable. Jolteon is strictly outclassed by Zapdos and Raikou. There is little use for fire types in the current meta so Flareon isn't that useful (besides being outclassed by legendaries). Vaporeon is outclassed by Kyogre and Gyarados by a wide margin. Umbreon also outclassed by other dark types.

Looks like I should be evolving more Espeon.

I think Flareon fits in with legendaries, more dps than Entei, no double weakness to rocks (even though that’s only for defense). Not saying it’s better, just comparable at the very least

True but you can't put legendaries in a gym anyways. Also to that point I haven't powered up any Moltres or Entei due to not seeing a need given how infrequently fire is needed on offense.

Rainy, double snow Lapras: level 35 attackers. No dodging. Jolteon holds its own in a raiding party.

Not really sure what your point is here? Both Raikou and Zapdos are better than Jolteon in that simulation. Not to mention that that is the worst draw for Zapdos against a lapras (ice moves) and it still beats Jolteon.

Jolteon wins in power vs Zapdos in that simulation, I have 2000 Eevee candies (after shredding 500+ recently for xp) and can catch countless ready-to-go level 35 eevees.

And Zapdos wins in time to victory. Either way overall Zapdos is a better option in virtually every other situation when you would want to use electric and Raikou is hands down better. Sure you CAN use Jolteon in situations and come out fine. You can use any of the eevelutions and be fine. But fact is there are better options. Espeon is the one that is most useful in my opinion at the current moment which is what I posted.

Well, ok then. However, I have 7 Mewtwo, Espeon wouldn't ever rank in my top 6...in any situation. A wrong assumption for other players, but so is assuming people's accessibility to powered up Zapdos and Raikou

Well, Duh, if someone has 7 Mewtwos and no Raikou or Zapdos, of course Jolteon is more useful. And if one has 4 Raikous and 4 Zapdos powered up and no Mewtwo, Espeon will be more useful.

How about for the average player, with average pokemon?

Zapdos and Raikou were easily farmable, so anyone who wanted to would have a good team of them.
Mewtwo, on the other hand...

Glaceon faces a lot of competition in both Mamoswine and Weavile in the same generation. I'm hyped for more eeveelutions myself but if Mamoswine gets a double ice moveset every other ice type frankly becomes almost irrelevant.

I’ve been hoping for flareons recently. I decided not to power up any fire legendaries because it seems like a bad use of rare candies. This means my fire team isn’t great, so evolving a decent IV, high level eevee into a flareon instantly makes it one of my top fire mons. I have no use for the others currently.

Espeon for sure currently, with Flareon having the most value as an attacker into upcoming raid bosses (Registeel and Regice). Jolteon and Vaporeon are useable lacking 6 better counters but don't have relevant matchups right now. Umbreon isn't the worst defender but unfortunately its pure dark type isn't great for the meta and as a balanced tank in the originals it's also not as bulky as it should have been.

I do not have great Legendaries, so they get a lot of use.

* Espeon - the most used, as attacker, and between fat Normals in gyms (C/PB)
* Jolteon - my anti-Gyarados
* Umbreon - I like to place it in gyms
* Flareon - seems pretty decent in gyms, and probably my best fire attacker.
* Vaporeon - never liked it much. It used to be in all gyms.
