I would go with Larvatar. You need 191 candies to evolve and get from L20-L30; but T-tar will be useful before you get all the way to L30. Wait until after the event to evolve; as you may catch a better one.
That Blissey is not great for defense (assuming 10 is attack). You can use him as-is for an attacker. If you don't have a 13+ attack Chansey, you are a long way from a solid defending Blissey.

What to walk?
This event thus far has been a huge help to me - I was able to get enough candies to evolve and fully power up my first Dragonite, who is now proudly sitting atop a local gym.
I'm at a crossroads now - whose candies should I gather for the remainder of the event?
I have the following potential gym-worthy candidates:
14/14/12 Larvitar (~130 Larvitar candies on hand) 10/15/13 Blissey ZH/P (about ~7 Chansey candies on hand)I know my Larvitar isn't bad but it's not above 90% so I'm almost tempted to wait for a better one before I evolve a TTar. I also know my Blissey's moveset is far from ideal and its IVs are just okay, but those are essentially my two main options (my Snorlax is maxed with lots of spare candy, as is my Dragonite).
Any help is appreciated!

Whoa! I think you are way too hung up on IVs. Your Larvitar is super. Though widely used, that "90%" is such a bad metric. You have 14+14+12=40 or 40/45=89% (rounded) of IVs. But the bigger the Pokemon, the less important the IVs, because the IVs, which are maxed out at 45, make a decreasing contribution to overall stats as the base stats of the Pokemon increase. And Tyranitar's base stats are about has high as the game has to offer at the moment. Base stats of a Tyranitar are 200/251/212 for a total of 663. A Tyranitar with 15/15/15 IVs has 45 on top of that for a total of 708. Your Larvitar has 5 less than that, i.e. 703. So your Larvitar will evolve into that Tyranitar, which I would say is a 703/708=99.3% Tyranitar and pretty darn high. Now the problem is you don't state the level your Larvitar. If it is a low level Larvitar you will spend most of your candy evolving it. So there is insufficient info to give you advise.
Regardless of the foregoing, as between Larvitar and Chansey candy, I would generally prioritize gathering of Chansey candy during the current event. It is harder to come by than Larvitar candy, generally speaking, but your biome may be different. I think I would go with the Blissey. Of course, it is hard to say because you don't state the level of your Blissey.
