What to use Sinnoh Stone on?
1: Elekid L20 IVs 15/15/14. 154 candies only, but I can chase Electabuzz field research.
2: Togepi L20 IVs 14/14/14 lucky. 235 candies, currently buddy.
3: Rhydon L40 IVs 15/15/13. 162 candies.
Still no good Roselia.
I’m leaning towards Togepi.
There’s no immediate need for Electivire as I already have a maxed Raikou and Zapdos, and there’s the chance that i might get a hundo or lucky one from Electabuzz field research or from trading them.
There’s no immediate need for Rhyperior either, plus I already have 6 SD Ttars. It could get some use for ground though.
Togekiss however, can go straight into gyms to block Machamps. (Nobody really uses MMMetagross for gyms here, many don’t even use Machamp, and those who do usually use 6 of them)

Based on your previous posts, it seems that you do gyms pretty frequently and in a highly competitive area. In my opinion, Togekiss would be a fine option to pick, and you're just a few candies shy of being able to max it. Rhyperior would be a close second, just because you already have the Rhydon at lvl 40. Since you already have a maxed Raikou and Zapdos, you can probably hold off of Electivire for awhile, especially since Electric-types won't have a ton of use in Gen 4 raids.
I'd go for Rhyperior. There is no immediate use for Electivire, and Togekiss get a meh moveset (it is a nice gym defender but that is it). Rhyperior can have a full ground moveset to sponge Thunder Dialga (or even DM Dialga, probably in the last spot after champz), and it'll be a awesome Heatran counter. Also, L40.
But if you feel like you will have more immediate use with Togekiss (especially if you live in a high gym turnover area), go for Togekiss, as she can get a nice place after Blisseys in gyms.
