What the hell happened to the ratings for individual pokemon?

Charizard is 4 while Scyther is 3.5?

Omastar is 4.5 while Golem is 4?

Heracross is 4.5 while Espeon and Alakazam are 4?

Donphan is 4.5 while Steelix is 4?

use your own brain and you will be much better off, but best in type:

Fire: Moltres, Entei
Grass: Exeggutor, Sceptile, Groudon
Electric: Raikou
Fighting: Machamp
Ground: Groudon
Water: Kyogre
Dragon: Dragonite (for now)
Rock: Golem, Tyranitar
Dark: Tyranitar
Ghost: Gengar , Mewtwo with Shadowball
Psychic: Mewtwo
Fairy: N/A
Ice: many choices, Articuno, Walrein, Piloswine, Lapras
Bug: Scizor, Pinsir

Welcome to my current frustration. I have enough candy to evolve all the Gen 3 starters (including TWO Blaziken!), but haven’t gotten anything higher than 85-89% IV’s. Same with Makuhita and Ralts. It’s really pissing me off.
