....did i just see that a regular incubator during this time is only a 1 use? i just bought a regular incubator, used it, and swear to god it said only 1 use!

I bought one just before the box sale, and it was 3 uses. But it was not bought after the sale/event start. If believed as an error, write up a support ticket on Niantic support webpage.
