Volt Switch > Thunder Shock?

Guides everywhere are mentioning that Raikou/Jolteon should be using Volt Switch as opposed to Thunder Shock but not mentioning why. Generally, Volt Switch has always been worse. Is this because of Lugia's gigantic Defense stat, favoring slower, stronger moves? Is Volt Switch really the better option this time?

Volt Switch has an almost 3 second duration and the worst energy gain of all Electric moves. It's truly awful

Please, please don't use Volt Switch, Thunder Shock is strictly better, some websites does not consider the weave DPS.

According to pokebattler TS is much better at his final breakpoint (32.5 for 15 atk).

The only reason I can see it being recommended is the assumption that you won't be dodging in a Lugia raid, which is true. But your goal is to fire off as many Wild Charges as possible before fainting and Volt Switch won't do you any favors

Well, not GamePress. This site rates TS as better than VS and states why. GP says "Thunder Shock has a lower cooldown, faster energy gain, and similar DPS to Volt Switch."

The only reason to use Volt Switch is so you can use up some of your stockpile of Fast TMs when you see how bad it is and decide to switch back to Thunder Shock.
