Vaporeon counters
Due to feedback that my previous question was confusing (pun intended), I will try to be clearer this time.
Assuming all four are wonders and have similar CP, how would you rank them as Vaporeon counters (and more importantly, how large is the difference between them)?
A. Venusaur with VW/PB
B. Venusaur with RL/Solar (or VW/Solar)
C. Exeggutor with Conf/Solar
D. Exeggutor with BS/Solar
A is now my main Vaporeon counter but looks inadequate (compared to B and D). C was my backup Vaporeon counter but now spends more time attacking Blisseys. My options are:
1. Acquire B (difficult).
2. Acquire D (not as difficult).
3. Power up my spare C.
4. Some other Vaporeon counter (like Tangela).
5. More than one of the above (if so, specify combination).
6. None of the above (focus on other projects).
Here, Exeggcute is common (I have 500 candy) and Bulbasaur is rare (100 candy, mostly from starter event). Stardust count is 120k.
In my local gym meta, Dragonite and Blissey are most common, followed by Gyarados, Snorlax, Vaporeon, Exeggutor, Rhydon and Tyranitar. Even gyms with multiple Blisseys rarely last for more than a few hours.
My other major projects include:
i) Power up my wonder Count/DP Machamp
ii) Get wonder DT/OR or DT/Hurr Dragonite.
iii) Get wonder RS/DP Poliwrath.

Looks like the consensus is to power up my second wonder Exeggutor with Conf/Solar (to replace the one that I powered up to attack Blissey). Never suspected that Conf/Solar would attack Vaporeon better than a double-grass moveset.
If I do so, is it still worth the effort to replace my Venusaur with VW/PB with a Venusaur with RL/Solar or VW/Solar (or an Exeggutor with BS/Solar)?

I used the PokeBattler simulator with a 2000 CP Venusaur as attacker and a 2800 CP Vaporeon with WG/AT as defender.
Without dodging:
Venusaur with VW/PB - ends with 15/120 HP, Vaporeon ends with -2/400 HP, time = 27.9s, power = 114.9%, overall = 127.7% and potions = 5.25.
Venusaur with VW/Solar - ends with 18/120 HP, Vaporeon ends with -78/200 HP, time = 26.3s, power = 138.8%, overall = 142.9% and potions = 5.10.
Dodge Specials Pro:
Venusaur with VW/PB - ends with 78/120 HP, Vaporeon ends with -2/400 HP, time = 29.4s, power = 287.1% overall = 236.5%, potions = 2.10.
Venusaur with VW/Solar - ends with 78/120 HP, Vaporeon ends with -78/400 HP, time = 28.4s, power = 341.4%, overall = 260.4%, potions = 2.10.
How do I interpret these figures? I am less concerned about potions. Venusaur ends with roughly the same HP and the time difference is relatively insignificant, so why the huge Power difference?
Just power up:
C. Exeggutor with Conf/Solar
Works on so many defenders and Vap is dead after Solar Beam is fired...(1/2+ Health bar is gone...so satisfying).
Bullet Seed does much less damage than Confusion (13.6 vs 18.7 DPS).
With Eggs, don't even bother dodging quick moves IMO to save time and faster energy gen.
