Is the unlock cost for the 2nd move for starters unbalanced?

I'm interested to hear what you think. I believed the lower CP leagues were perfect for lesser pokemon to shine, since their cost to unlock the new charge move is less. But surprise!!! Starters have the cheapest cost too...together with OP moves from Community day. Legendaries are not a temping option because their cost to unlock moves is insane (100 candies!!) so i feel they balanced that pretty nicely. Maybe the starters have a lower cost associated to the fact they are your first pokmn in the games and lvl up fast, but some of them are the best attackers of their type or close to legendary lvls, i don't think they needed that buff in pvp of cheap unlock (despite it respecting their buddy distance)

I don't think their costs are unbalanced because the alternative moves for most are very lackluster (at least in comparisson to their CD ones) and probably not worth the investement even at such low cost.

I think the ice moves on the water starters will see broad use for sure, although a different type of move for coverage in any mon is always welcomed, specially in powerful ones

Have you successfully unlocked a different typed move?

There were people complaining that the 2nd move on starters was only cycling between the 2 options that were the same type as the CD move. I'm yet to hear anyone confirm that you can roll a different typed move on a starter yet.

First TM with Hydro-Cannon Blastoise got Hydropump, re-rolled and got FlashCannon (was hoping for icebeam, but in practice FlashCannon provides useful coverage).

Are you seeing people use a lot of ice-types or fairy-types? Those are the only two types where steel provides a benefit over ice.

I faced today an Alolan Ninetales ^^. But yeah i think ice covers the counters to Blastoise and water in general quite nicely (since electric resist steel moves)

Unfortunately, there's a bug that treats damage on alolan versions as if they were their kantonian counterparts

TMs and RNG can be a bitch but all the moves are avaible for starters too, just need some more re rolling to get what you want

Is the second move unlock permanent? Or a one-time thing?

EDIT: Nevermind, just did some research and got answered that it's permanent. Seems like an interesting feature.

Indeed for some mons it could be really useful, not only in pvp but also raids, although i'm yet to use a mon with 2 charge moves in a raid
