Mostly disagree,

1- Ranking different things with different roles in the same and unidentified context

2- Constant wording of Over Powered when many of them are really close

3- Supposedly after accepting that;
Especially choices on similar ones
-Ray over Dnite,
-Moltres or BB Charizard over Entei,
-FP Venusaur over Alolan eggs, then exeggutor

4- Dragonite being at top with generalist role, It would probably be Machamp for being effective against many raids and gyms

I somewhat agree on the list itself, just not sure of the order. Also, Entei BOWS to Moltres

This could be said for anything really, but it depends on the matchup. Entei doesn't have a flying subtyping allowing it to resist Ice attacks instead of taking neutral damage. On the other hand Moltres doubly resists grass and bug attacks. I'd argue they trade places occasionally, even if Moltres has higher DPS.

Dragonite should definitely not be #1. Also Exeggutor should not be on this list.

DPS matters much more than TDO. I'd say Rayquaza is the best generalist, best flying attacker and best dragon attacker.

I don't think ranking mons like this makes much sense to be honest. If we are doing it, I'd rank Kyogre and Groudon higher, and replace Exeggutor with FP Venusaur if we're including grass mons at all.

It's not. The optimal attacking team when shortmanning OR Latias or DC Latios is still 6 Rayquazas, despite them being glassy in that matchup. In the vast majority of cases where anything matters at all, DPS is the thing that matters the most.

Rayquaza is currently the best Dragon with Dragon Tail/Outage
Latios is is currently the best Dragon type with Dragon breathe/Dragon Claw.

At this point Dragonite is only second best.

Groudon has amazing stats, but ground-type moves are a bit of a limited niche, and are mostly underpowered at the moment, so I'm not sure how I'd rank Groudon.
Also, since your list seems to be focused on attackers, there's a few I would disagree with.
• Lugia is supremely tanky, but as a flying-type attacker, its DPS pales in comparison to the almighty Rayquaza.
• Venusaur with Frenzy Plant has overthrown Exeggutor as the top choice for grass-type. Sceptile also gives Eggs a run for it's money.
• Moltres as a fire-type specialist, particularly against grass and bug-types, not only beats Entei in DPS, but also in bulk due to double resistances.
• Rayquaza beats Dragonite in DPS, which is more valuable in the raid-centric metagame. And Latios with DB/DC outperforms Dragonite with the same moveset. Nite is still an exceptionally good Pokemon, but I don't see it claiming the #1 spot any longer.

Overall, I can see the merit in some of your rankings, though it's a mix of both generalists and specialists, so it's a bit hard to rate them all together in one lumped category, imo.

I feel like you probably have a highly leveled dragonite and no alternative.

I recently evolved and powered up my first dragonite (and tm'd to Dragon moveset) and he hasn't impressed me much. Good, don't get me wrong, but not disgustingly strong.

Lugia and Exeggutor should not be on that list. They're both good Pokemon, but not top 10. Alolan Exeggutor and even Exeggutor deserve to be on the list if we're saying "right now" because of how strong they are against kyogre, but in general just no.

Kyogre, Mewtwo, Raikou, Rayquaza, and Ttar, in no particular order, seem like the top 5 for raids to me. These are the "go to" raid boss counters. You could make an argument to slot Articuno or Jynx in there to deal with Ray - but I don't think a single raid boss makes a Pokemon top tier (same argument would apply to Golem versus moltres and Ho-Oh).

Machamp definitely is the top 1 for gyms. How highly you value raids vs gyms determines if he's 1 through 6 overall (and if hariyama is 2, 7, or much lower).

Groudon, moltres, entei, zapdos, lugia, dragonite, latias, salamence, and maybe I'm missing a few, are all solid contenders for the next tier. They just lack something to push them to the top (either not good typing, slightly outclassed by another of their type, or inefficient stat distribution).

nice list! just think groudon is too high. swap places with raikou and that would be legit imo

Decent list, but you give too much weight to bulk, making the list inconsistent. If bulk and TDO is such a big factor to you then put Lugia as #1, because it's DPS is nearly at Tyranitar's best after the Sky Attack buff.

Disagree with Entei because FT isn't really superior. A little more consistent but it is a pretty poor Charged Move, and even Flareon has higher attack than Entei let alone Moltres.

Kyogre should be way higher on that list. In fact many would place it at #1 because it has good damage way underrated bulk and water destroys a lot of things to come

Rayquaza definitely beats out Dragonite by trading a bit of bulk. I would even put Mewtwo a bit higher because Ghost is so important for a lot of past and future legendaries as well as some current raid bosses, and its attack is high enough to call it both a Psychic and a Ghost attacker.

Alright let me go with mine:

1) Mewtwo, all around best attacker for the most part.

2) Community Day Tyranitar, outright going to have insane power with a type that's greatly appreciated

3) Rayquaza, insanely strong sweeper that's great against any Dragons as well as the best Flying even though that's not the most relevant. Will fall in power both versus and to Dialga.

4) Machamp/Hariyama, both take each others' spots depending on what you're going for

5) Raikou, insanely good at what it does; in any situation it's favored it's very clear just how hard it shines, however it will be facing competition with CD T-tar for matchups

6) Kyogre, I love Kyogre but I rate it lower because it has great DPS and TDO but its charge move has a lot of ramp up time requiring it to just make use of its bulk; I think it's amazing but I think it's a tad overrated

7) Lugia, just due to having extreme bulk and TDO

Honorable mentions for 8-10:

-Blissey. Blissey I feel is interesting because it's always countered since everyone has strong fighting types for it now, but it's still a strong deterrent, and is one of the biggest reasons they're maxed out in the first place

-Groudon. Groudon is going to rise and fall on the list based off metas and I suspect will be ungodly good in Dialga raids

-Slowdudes. Very, very strong gym defenders. Hard to tell their movesets. Confusion is nuts for a defender that punishes Machamp very very hard. Water and Ice charge moves make people struggle to figure out what to use; making the wrong choice and shoving a Rayquaza into its charge move is going to leave you with a bad time

-Milotic, same as Slowdudes but with tradeoffs. Not weak to T-tar, lacks a way to punish Machamp

-Entei/Moltres/CD Charizard, yes I'm including Charizard. With the way Blast Burn works (how fast it charges up) it's able to rapid fire that off (no pun intended) pretty well which has its niche. Moltres has the best DPS usually making it the go-to choice, but Entei having better TDO makes it a contender as well. Fire is always something good to have.

-CD Venusaur, just very, very strong at its role

Thank you ♥ And yeah likely. I'm curious where Lucario will end up honestly, but I doubt it'll overthrow. Gen 5 will give Raikou a run for its money though.

Here is my opinion:

1. Machamp (best for sweeping Blissey etc)
2. Blissey (best Defender)
3. Rayquaza (best Dragon-Type, best Flying-Type and also has the best Netural DPS)
4. Kyogre (best Water-Type)
5. Groudon (best Ground-Type)
6. Mewtwo (best psuedo Ghost-Type and best Psychic-Type)
7. Tyranitar (best Rock-Type and best Dark-Type)
8. Entei (best Fire-Type)
9. Raikou (best Electric-Type)
10. Alolan Exeggutor (Double Resistance to Water makes it the best Grass-Type)
