The scanners are most definitely back depending upon the hack used, all be it a little buggy I personally haven’t seen one with working IV scanning or with much range.....figure a little bit after PVP is live they will have the bugs figured out... then we can all enjoy the endless “ I have 10 perfect bedlam when is Niantic going to rerelease Meteor Mash?“ posts...
I don't know what they use specifically but the Discord for my area has a working map scanner. I know it can scan for research, raids, and gyms and I think wild spawns as well(?). Some of the features are locked to donors only so all I can see are the research scans. I used to be able to see gyms and raids until they made that donor only as well.
He is in 10 km eggs, but, yeah, very rare. However, this situation you and many other players are in is something that simply had to happen with this quest. I expect Niantic to boost Aerodactyl soon, one way or another. He just disappeared as a raid boss, though. I have a gut feeling that he might be the research breakthrough reward in January.
Good lord what a disappointing research breakthrough that would be. I'd want it back as a raid boss or research encounter well before having it be the weekly breakthrough.
It's also actually not currently in the egg pool, though since the research specifically says to catch one who knows if hatching one would even count.

I don't think Aerodactyl will be a research breakthrough unless it's just before we get Mega Aerodactyl, which should be in Gen6, if my sources are accurate. As a raid boss, much more reasonable, and would be a great way to get it out there for people who need it without forcing it down everyone's throat.
This is why I worked on this quest pretty aggressively when it came out. A lot of the more rare pokemon it called for were all over the place during the week it started, and are now almost never seen.
The good news for people still working on this is that if you know someone with a Nintendo Switch and Let's Go: Pikachu or Let's Go: Eevee, you can transfer any pokemon into their game and get the Mystery Box, which when activated will give you 9-10 Meltan over a half hour, and you can reset once a week to get another 9-10 by transferring another pokemon to the Switch game. So completing this quest to get 1 Meltan isn't a huge priority if you can get the box.
That's a pretty big if for some people.
I did the same thing for the research. I knew the late stage spawns would be a lot harder to find once the event ended so I powered through to get there. The biggest time gate for most people myself included was finishing 10 raids. I imagine a lot of F2P players either didn't clear it in time or had to spend gym winnings on passes just to make it.
