No it couldn't. In the original games you could go tutors and learn powerful moves depending on your starter. Frenzy plant was for grass types so that would be my guess. I don't think they've added a move to the game just for an event yet though so who knows. Maybe power whip instead because Ivysaur can learn it?
Bulbasaur isn't the most exciting pokemon but I would want a shiny or two. Regardless of what pokemon future community days get I will play hardcore to make use of the event bonus to stardust or exp. If it's bulbasaur with double exp, I will shinycheck until I get one and then mass evolve through the rest of the event with plus on. For grinders the event really can't go wrong since bonuses are always interesting.

Bulba spawn a lot in my area, doesnt even have to leave my house to catch it, been there since i start playing in 2016
I even just evolve my wild level 34-35 bulba to gym battle, solo raid tier 1 & 2 and then transfer
Since gen 3, Gulpin spawn more but Bulbasaur still around, Exeggcute (no 1 spawn in my area before gen 3) on the other hand become rare now in my area
Power whip Venusaur would be awesome, or might go a bit overboard and give him signature Frenzy plant. I really like Venusaur over eggs, and giving him an edge would be really appreciated. However would Niantic give a superior move for a limited time event, that's where it gets complicated. We will see. I hope TMs work this time.
