So I have this 93% Walrein and this 89% Lapras...

Walrein has Blizzard but a water fast move, Lapras has Ice Beam (legacy) and a water fast move. Should I start investing dust and FTMs (currently I have 4) in them so I'll have more Ice attackers? Currently my only reliable Ice attacker is a 91% Cloyster with FB/Avalanche.

Yes that would be 2 guaranteed improvements to both of those mons, and everyone needs a couple good ice attackers.

You don’t need ice attackers in the future. Dragons will do the job better.

Dragons aren't that easy for me to come by. I'll probably get a bunch of Skarmory out of all these 10k eggs.

Yes, those are both good, tanky ice attackers (and defenders). Fast TM's are fairly easy to come by once you start being able to handle T3 solos (and hopefully find a group to do T4 & T5's with). With only four, though, you might consider just TM'ing one of them for now. I would go with the Lapras, unless the Walrein is already much higher level, in which case it would be immediately usable.

I can handle some T3s (but oddly failed an iron head aerodactyl after soloing another iron head one, not sure what its fast move was). But these last two FTMs were from T1-T2 raids.
The Lapras is lvl 20, straight from an egg. The Walrein's too low level.

TM the Lapras, and hang onto the Walrein for now. You might get a better one.

I wish I could throw some Spheals your way. I've caught 686 of them, and evolved 19 Walreins (water/ice biome). They are currently more common than pidgeys or rats here.

We get heaps of Spheals here too, it's just that they rarely are any higher than 80%, much like my luck with Eevee (except that one's rare, unlike Spheal).

Lapras will see improvement either way. Water Gun is a horrid move on defense and Ice Beam is (as you said) legacy.

Walrein is so-so for me. It does good in simulations but Blizzard is very hit or miss for me. I would give it Frost Breath unless you plan on using it in gyms.

I'd say go ahead and power up the Walrein if you really need an Ice attacker. As for the Lapras, well... it depends on his stat IV distribution, although the legacy move alone is enticing enough to want to power up the Lapras. Do Lapras raids usually appear around your area?

They're rare and I doubt they are soloable, so I'm stuck to just hatching Lapras. Stats are A15 D14 HP11.

Lapras has really high base HP and lower base attack and base defense, so that distribution is really good.

I'd look for more rainy or snowy Spheals to get a Walrein, but if you have a lot of FTMs, that's a good choice. I wouldn't put much (any) dust into Walrein, just find a level 35 Spheal in the wild.

Ice beam Lapras, on the other hand, is both a legacy moveset, and awesome. My favorite Ice attacker (I don't have an Articuno, and Lapras is only singly weak to rock while Articuno is doubly weak to rock), IB Lapras is useful both for raids and gyms. I'd fast TM that sucker to Frost Breath and power it up in a heartbeat. I powered up mine, and it put a lot of hurt on Rayquaza.

All that said, Rayquaza flies away tomorrow, and Ice becomes far less useful. Your Cloyster is probably fine for gym attacking unless you regularly see Dragonite/Salamance together a lot, in which case you'd need another ice attacker.

I thought i had 4 FTMs but turns out I have 5.
Rayquaza may be gone but there will be Lugia around. Probably no chance for me to get it though, given the community situation, but in case anyone from my group manages to gather at an hour when i'm outside, I'd want to have some good ice attackers.

Okay, what can I use as counter out of the following things I have:
Dragonite DT/Hu, Jolteon VS/D, Houndoom S/C, Banette SC/SB, Shiftry FA/FP, Kabutops MS/AP, Cloyster FB/A? Because I have nothing else that I can power up or afford to change the moveset of, I have no good Tyranitar, no legendaries, not enough CTMs to throw away.

It's hard to say when you have nothing, idk how much dust do you have, but likely you need a lot to power up other useful mons.
For lugia out of easily obtainable mons golem, jolteon, wild charge arcanine, houndoom, rarer mons: gyarados, snorlax, gardevoir, ampharos, not that common must haves: dragonite, tyranitar, salamence all of them performs better with proper moveset. Main advantage of lapras is bulk.

My main limiter isn't stardust... it's candy and CTMs. Hope I can get a Salamence soon, I'm carrying a Bagon as buddy but he's not good in the attack IV department.

Fast TM, yes. Dust, no.

There’s no need for ice attackers in the near future. Dragon types and Tyranitars counter Lati@s better. And you have months before gen 4 to catch a good Swinub for Mamoswine.

On the other hand, if you like them, I don’t see why not.

I'd need to be really lucky to get a good Tyranitar, can't find raiders.
I only have 1 dragon type that's got good IVs and I'm considering giving him a dragon charged move whenever i find another CTM, but hope I don't get Hyper Beam.
Dust is not a problem for me, I'm sitting on around 15k worth of dust daily.

They are pretty similar in stats and IVs, and both require a fast TM. Worth TMing both, or pick your favorite. Personally I would say go with the Lapras (given that it has ice beam) if you only go with one for now.
