So I *finally* got a Rayquaza after trading with someone I got to Best Friends with. Unfortunately it wasn’t Lucky, and came out 10/15/8, level 20, 2013 CP.
Right now my team for Giratina is:
Dragonite x2 (another that needs powering up)
Should I bother investing in this Rayquaza? I could use better dragon types for my raid team but 10 attack IV seems a little underwhelming and I only have the resources to take it to level 27.
Traded rayquaza a few weeks a go, got my first rayquaza ever, 93%, 13 atk nonlucky, not complaining here, was going through a similar thought process assuming it wasnt good.
ITs still a rayquaza, the highest neutral DPS (baring the trash that is deoxys), IV's arent really as important as people make them out to be on anything other than defensive ones for glass cannons, and thats still 10 IV's, its not terrible.
Rayquaza is infinitely useful, one of the few Legends I've maxed multiple of. That said, it IS positioned for a comeback, as it doesn't have a Shiny currently. You current team looks great. I'd stick with that and hope for a Ray return soon. That said, if you do choose to max Ray, you will also get a lot of use out of it during the next month, so it's very justifiable to do so.

Agree, with the caveat that I suspect Palkia and Dialga are coming after Giratina (if not immediately after), so it should be months, not month.
