Do you already have a large amount of Dratini candies and/or good IV or high level Dragonites?

If not then it's a good deal. I didn't have many good IV Dragonites so my Rayquaza outclasses them all but it has a bit less bulk and a much higher cost.

It would be worth it for me. RayQs attack is so high there are going to be few if any attack break points that you miss at max. And I love his Dps for anything weak to dragon now, or down the road.

Do it. I have run the numbers and the attack missing 1 or 2 points is not a big deal.

I have the same dilema. But it is between 13a/15d/15s and 15/15 /11 ray. I run the number in pokebattler and even a level 25 ray outperforms my level 36 dc/db dragonite in terms of time to win against latios.

I will do as long as the power up will make the ray top 3 or 4 attackers against the raid boss. I rarely need to use my 5th/6th attackers for raid

If there are some breakpoint out there that you cannot ever reach with a Lv 40 13a Rayquaza then it is some very extreme challenge and really wasn’t meant to be. Otherwise, double dragon Rayq currently has highest nuetral DPS in the game. Arguably having the higher defense/stamina will make more of a difference given it’s relative glassiness.

Even if you have a bunch of good Dragonites, you can turn that Rayquaza into Flying Beast. And while Flying isn't hugely relevant right now beyond taking down Machamp in Machamp raids, who knows what the future will bring?

Definitely worth powering up - even if it's a long-term project.
