Raikou investment

Like many my small raidgroup of 5 have several Raikou (3-6 per account). Nothing perfect and dust is not a question. I am looking for best strategy to invest to be able to take down Kyogre. I am thinking the focus is to get best to level 30.5 then move down the line. (We all have at least 3 frenzy plan grass attackers at 30.5 or higher)

Have you guys attempted Kyogre yet? With a raid group of five, each with at least 3 FP attackers(Venusaur right?), you all should have no issues taking down Kyogre. Even with a Blizzard set.

Back to your question though, if you have the candies and stardust isn't an issue then by all means go ahead. Raikou is fantastic, though it is worth mentioning that there are other options that are much cheaper and perform equally as well as Raikou.

Generally speaking, I think the best approach would be to power up multiple Raikou to the breakpoint that allows them to take a Blizzard without fainting. That said, if your team composition is currently one where your group is able to handle Kyogre, then I wouldn't recommend investing too heavily. Once Kyogre leaves at the end of this month, Raikou will more or less return to poke-retirement. There simply aren't enough instances where it's needed, so don't break the bank on Raikou if you can avoid it.

Whether Raikou will remain useful after Kyogre is gone depends on your local gym scene.

You only need one for gyms and even then it's not essential, just good if you happen to have. With gen 5, Zekrom and Thundurus drawing closer, investing in Raikou is getting riskier.

I don't his gym scene consists of all water Pokemon so one strong one should suffice.
