A. Raichu counters need adjustments?

Golem is listed higher than Rhydon despite a lower attack stat with the same moves (Mud Slap/Earthquake). Infact, clear weather pushes Rhydon to the Supreme tier with a DPS just under BC Ttar and more bulk due to his resistance to A.Raichu's best moves.
Gengar is extremely frail and would more correctly be in the "glass" category due to low TDO with high DPS.
Does this sound right, or am I missing something?
