Power up or evolve dragonite?

Sorry, dragonite question for inputs again...

I can't make up my mind to power up or evolve. Assuming, I have enough candies and stardust,
Dragonite with DB DC at level 29 and its IV is 69% or
Dratini at level 20, IV = 13 13 13

Which option to go ahead? Thanks.

P.S.: I have already 2 other dragonite with optimal offensive and defensive movesets; IV = 84 and 87%.

Power up your existing Dragons....

Power the 69% one to level 30, then wait for the one with more than 90% IV to invest candies in.

I would power up the 69% one to 3000+ CP since he got perfect moveset, then you can start working in the 86.7% one.
