The one true unique move

With Smeargle's mechanics I was drawn to one pokemon in particular: Ditto.

Ditto is unable to be used in PVP, and with good reason, as Transform utterly breaks whatever league its in besides Masters. This made me think, what if Smeargle got Transform? Unfortunately, when I tried this morning, it got Sucker Punch instead, which makes me think Niantic might've caught it this time around. Has anyone else tried a Ditto and been successful in grabbing Transform?

Smeargle can learn every move *except* for Transform, Scald, and Brine. When attempting to learn any of the three moves it instead is assigned a random move.

Transform is exclusive to Ditto for obvious reasons. Scald and Brine are the two "truest" legacy moves, in that they were previously distributed to Pokemon (Poliwhirl and Omanyte respectively) and no longer are.

Beyond these three, Smeargle can learn any move in game. This includes community day exclusives like Blast Burn and Meteor Mash.

Do Scald and Brine exist or is it a similar case where they have been removed from any pokemon that they were on?

Scald and Brine still exist on any Poliwhirl or Omanyte that was caught with the move, yes. About a week ago someone posted their Poliwhirl that knew Scald. Scald and Brine are unique in that they were made legacy for all Pokemon that could learn them (one each) and haven't been reinstated, effectively retiring them.

Have there been cases where changes were forced on Pokemon within people's boxes? I know there are some weird, mostly awful moves in the game master like Parabolic Charge and Blastoise variants of Hydro Pump and Scald that don't have a history of being assigned to anything.
