One-bar Moves deserve a Big Buff

Observation: Most one-bar move has a strictly better multi-bar move of the same type.

Close Combat < Dynamic Punch
Stone Edge < Rock Slide
Hurricane/Brave Bird < Sky Attack
Megahorn < Bug Buzz/X-Scissor
Draco Meteor < Outrage
Zap Cannon/Thunder < Wild Charge
Moonblast < Dazzling Gleam/Play Rough
Earthquake < Drill Run*
Solar Beam < Leaf Blade
Blizzard < Avalanche
Gunk Shot/Sludge Wave < Sludge Bomb*
Flash Cannon < Doom Desire/Heavy Slam
Hydro Pump < Surf*

Two possible exceptions:
Hyper Beam VS Hyper Fang
Overheat VS Flamethrower

One exception:
Futuresight

Solution: Keeping DPS fixed or around some level, increase the cooldown (and base power thereby), such that the minimum base power should be 150.

I agree. If PvP ever comes into play, I bet most people will want multi charged specials unless the 1 bars get some sort of buff.

Some MUs with EPS gained from quick attacks , you’re going to want multi charged moves to punish the recovery (cooldown) of the time spent it took the new Pokémon to finally swap.

There is no PvP, so i wouldn't worry. If there was the mindless tap tap tap is going to get boring real fast.

If they made a combat system with some genuine strategy PvP would be worthwhile.

I agree. Currently most of the best charge moves in the game are two-bar and it is pretty weird that they are better DPS-wise. Overheat and Flamethrower to me are in that perfect balance spot where Overheat is preferable for raid DPS, but Flamethrower is close enough that it's ok and preferable for normal gyms. The top moves of every type should be like that, with the best DPS belonging to a single bar move due to the bigger risks involved in them.

Nicely said about Overheat VS Flamethrower! Totally agree.
Hydro Pump and Surf are of similar, but Surf is better (half energy half time half power, so no loss in DPS and DPE but gains flexibility)

They are close, but sims say that Outrage results in a tiny bit better time to win. Hard to beat that 220 damage per 100 energy even with Outrage being so slow to hit.

Anyway, there will be cases where Draco Meteor clears the enemy faster - KO the enemy exactly at charge move, whereas Outrage requires some more fast move to KO. But generally, as housunkannatin has pointed out, Outrage is still the choice, especially considering raid performance. Not just a little better, but not very much better, just better....

It only depends on what pokemon are using them. A medicham with Dynamic Punch is still a useless pokemon unless they decided to double its attack when it goes into battle.
