No raids at a certain gym

There's a gym near my house that hasn't had any raids at all for more than a month. The last time I saw a raid there was an Exeggutor raid in the first week of September, the previous one (which I did there) was a Zapdos raid on the last day of legendary birds. I did hear that there was a Suicune raid there, the day before the Exeggutor raid.

The gym doesn't close at night, it is located at a vehicle drop-off point in between two apartment blocks. The area is sheltered, there are benches and seats where a lot of players sit on while fighting in the gym. There are no shops there.

On the other hand, a gym nearby which was converted from a Pokestop somewhere in August, has been very, very active with raids since Suicune came here. I've done at least 10 Suicune and 6 Raikou raids at that gym, as well as a Tyranitar and a few tier 3 solos.

What are possible reasons for the gym not having any raids?

I have a gold badge for the gym nearest my office. I can easily get there 3 times a day. There has NEVER been a raid there. Ever. It's odd. It's also one of the extremely few gyms in the world that are part of the code in the software. It's an odd one.

I thought a gym near my work was the same way for a few weeks, but then when I changed my hours to come in early, I found that each day the gym had a raid that ended by 8:30am. Every single day for 2 work weeks I got to work at 8:15am and there was a raid at that gym. Then nothing for the rest of the day. So it might just be that it IS having raids - just coincidentally at times when you can't see them.

Another gym reliably has a raid daily between 11am and 1pm, so I can often do a raid on my lunch hour if I want to. Occasionally it has raids earlier and later, but 3-4 times a week there is a raid during the lunch hour. And two more gyms in walking distance seem to have raids synchronized so when one starts, the other gets a raid 30 min later. (which almost made me cry one day when there were 2 Legendary Raids on my lunch hour, on a beautiful sunny day... and I was the only one who was interested. I coulda Lucky Egg'ed'em both! That was not a happy day for me.)

Gyms are weird, man. Really, really weird. Hell, randomization in PoGo on the whole is weird. (like how I got as many Full Revives as normal Revives from Pokestops from Oct 11 to 17, then starting yesterday I've gotten 20 revives from Pokestops, and where I did raids during that time specifically to get Potions and Revives (as I was getting like 1 Potion a day from Pokestops) and the last 4 Pokestops I spun I got 12 potions. And let's not even talk about Egg Clustering - CURSE YOU STANTLER, CURSE YOU!) More than likely the best explanation for what you're seeing is "Pokémon Go. ¯_(ツ)_/¯ "

Since that Exeggutor raid, I've never seen a raid at that gym. Nobody else has seen any, even at the times that I don't normally observe. I have also never seen any raid or egg at that gym on our local raid tracker map.

The gym near my house also spawns less raids than others it seems. At least less legendary as far as I can observe.

i think management of buildings can request raids or even gyms removed as the former happened at the castle in my town, security were fed up with people wandering in without tickets so said they'd get onto niantic about it and there hasn't been a raid there for months since.

some places just seem to get more raids though, could be completely random but of the 25ish gyms in my city some get legendaries far more than others - my local always gets 1 and 2* but only ever one legendary as it's not that busy.

But in this case it's in between apartment blocks. There are hundreds of other gyms at (or in between) apartment blocks in Singapore, and they do have raids just like any other gym.

I've started to notice, that certain gyms will have multiple of the same raid per day. A few days back I did a TTar raid at lunch, a few hours later I got pinged to do a TTar at the same gym (I ignored it thinking it was in reference to the lunch time one---it wasn't) then, right as I was getting out of work another one popped up there.

I would have chalked it up to coincidence, but I've been trying to find an Alakazam raid to try to solo and I've seen the same gym have 3 in one day. All at inconvenient times. I'll have to continue to monitor this at a wider range of gyms. But I don't think it's as random as we might suspect.

When driving home from the eclipse in August, I tossed a defender into a gym that turned out to be so inactive that it took two weeks before I got kicked out. While I was in it, I was constantly using the Go to Gym button throughout the day to check on it, but I never once saw a raid there. I figured it was probably because the gym was so stagnant that it didn't meet some minimum activity threshold for raids to happen, but it sounds like that wouldn't be the case with the one by you.

Also, the new gym didn't "steal" raids from this one, because both have had concurrent Articuno raids before. Both at the exact same time. Also both have had raids at the same time, a few times.
