Is Niantic over thinking about Smeargle?
So Smeargle has 40 attack only
Niantic can just give all move set in the game to it as it can learn every single move in the main series game
It will not do anything thing to the meta as it’s max cp is 389 only
Why delay it so long for no reason??
It can trick ppl to waste tm on it just to see some new move too , Niantic is very stupid lol

At this point I assume they're saving it for an event release since people become more and more interested in it the longer it stays unreleased.
I agree that they could probably do something very simple with it since it's not like it's going to be meta relevant and they've neglected putting abilities into the game so a lot of other pokemon are already missing their gimmick.
Smeargle seems fairly straight forward. Make the move Sketch both a fast move and a charge move. Smeargle's only available moveset is then Sketch/Sketch.
When you use Sketch (fast), Smeargle forgets Sketch (fast) and permanently learns the last fast move an opponent used. When you use Sketch (charge), it learns the last charge move used by an opponent.
When you use a fast or charge TM on Smeargle, it forgets the current move it has and relearns Sketch (fast) or Sketch (charge).
Yes they are probably over engineering him. Every pokemon has like 2 attack animations regardless of the attack - it's not like they have to animate a hundred different attacks for Smeargle. Changing the move on a pokemon has been proven to be simple (TMs), so either they are over engineering him (nobody will care after the 2nd day of his release), or they are just holding him for some special occasion.
