Save your dust for something in the future. If you simply must spend it on something, I would work on getting another Rayquaza or find some weather boosted Machamps. If you are swimming in dust and candy then power up the research Machamp. I wouldn't though. My best advice is to do what makes you happy in this game because that's all there really is.

With the upcoming day with double dust, and a recently purchased 14 star pieces from the ultra box, i have a feeling im going to be raking in the dust (expecially since we're projected to get sunny weather the 10th, im at a school of weather nerds and they've been right about CD weather and windy weather a lot) So i'm going to be bringing in a lot of stardust. i dont have many legendaries powered up as my only meta relevent legendaries are my 3 maxed shadow ball mewtwo and my maxed rayquqaza (no other shadow ball mewtwo or rayquaza) my only unpowered up one is my 87% SA moltres lv 25.5
Of my already powered up pokemon I have 1 maxed out perfect machamp and a level 36 89% (15 atk), 1 maxed double dark 98% tyrantiar, level 36 lucky double dark tyranitar 98% (both tyranitar have 14 def and hp respectively) and 2 high level dragonite, one maxed perfect and 38 96% 15atk/def draco meteor
My options are (all with 14-15 attack):
96% lv15 level 15 machamp (research)
96% 14 atk lv21 dragonite, lucky currently double legacy DB/DP, will be tm'd to outrage
93% 15 atk lv 20 double dark tyranitar
87% 15 atk lv 25.5 SA moltres
100% lv 28 Blissey
100% lv 20 Lick gengar, will be tm'd off Psychic to shadow ball

I would prefer the 100% ones
There will be no better ones
It´s cool to have a 100% pokemon collection
But Blissey will be worse after the HP rework and Gengar will be still a glass canon.
You should save your dust. I hear that so often and it´s better to wait. But how long do you want to wait? Sometimes it´s a good feeling to have a new maxed out pokemon and do something with it.
It depends on your priorities.
Do you feel like you need more gym power? Do the Machamp
Do you want a better team for Tina and later dragon raids? Do the Dragonite.
Do you want more gym defenders? Do the Blissey. Etc.
There is no objectively correct answer without knowing the entire context of what you have and what you want to be doing.
