My GPS keeps placing me in the wrong area.
I restart the game, yet I'm still placed about 2 blocks away from my home. The character tries to return home but it gets bounced back rapidly. I can't fix it with accuracy as it's on highest possible accuracy. I miss my home spawns. What's causing this chaotic movement/placement?

Go do a field test and check if this happens in other areas as well, regardless of weather. If so, there is only one thing you can try and that's to try clearing your GPS cache with an app. If that still doesn't work, then I'm afraid the GPS hardware on your decide might be dead or got lose from the motherboard. In either case, you're pretty much screwed since for is not a cheap fix. This happened to me in an old device, my character kept bouncing off and there were some GPS black holes that I couldn't get near in-game.
Hope it is just weather related or a temporary software error in your case.
I've seen something similar to the black holes thing, it's near a Jewish Chapel, it works weird: if you are on the side of the Chapel, it will send you away from it. If you go near the store on the other sidewalk, it actually sends you into the Chapel.
The weird GPS bounce stuff started today with the extreme weather warnings after there was a kind of light snow storm outside. I'll try to start my phone while being in another corner of the house and see what happens.
Tried starting it in the kitchen, it's off when it comes to the X axis but correct on the Y. Strange stuff. There were instances of this weird stuff long ago, when I got sent over a lake and another time to the other side of the city, and when it was the 5 billion catch event, it kept sending me in the middle of a road for some reason, for about 1 hour.
I had this today as well, it went all over the map and I was outside. It can go to fixed positions relative to cell phone towers or even back to where I walked 10 minutes before.
At some point later today it could not reach a GPS fix at all.
And I was at my first Mewtwo raid yesterday. At the agreed starting time, my character was in a fixed position 50 meters away and could not get in. Several others had the same issue and needed to walk away from the group to correct the position and enter the lobby. So I guess it depends on the constellation of GPS satellites at that moment.
Under normal circumstances, my character doesn't go too far away from my house. It may reach one of the 3 pokestops around the house, but then goes back to the house after a few minutes. It's very rare that the GPS goes as crazy as it was today, but at least I've hatched 4 10km eggs today thanks to all that spazzing.
