Lucky Lugia power up question

It's a decent TDO/Anchor team option against fighting raid bosses for instance Machamp. If you must power one up, I'd choose the 91% for raids/PvE and the 93% for PvP.

Lugia isn't very useful for raids (unless you need something tanky to help solo Machamp raids. It has a ton of bulk, but it's DPS output is on the lower end of things. As a gym sweeper, it can often tank its way through an entire gym lineup, but does so slower than most other options.

In PvP, Lugia is a beast in the Master League, boasting the highest TDO of, well, anything really. In PvP, Lugia often does best with Dragon Tail/Sky Attack/Hydro Pump.

I have a perfect Lugia with dragon tail, and sky attack+hydro pump. Does pretty well against dragons, and is all-around decent and bulky! Be careful against Tyranitar and other rock+ghost attacks.
