Latias
Is Latias any good in this game as compared to Latios? I'm more inclined to think it's outclassed by her twin brother but she does have some attack on her and she seems to be more bulkier. Is it just outclassed or it's just overlooked?

Latias has the exact same stat total as Latios, and can learn the exact same moves in PoGo. The only difference is that Latios is more attack-oriented while Latias is more defense-oriented. Since DPS is the big theme in the current meta and legendaries can't be put in gyms, Latias will sadly not measure up to her brother, Latios.
Outclassed. Latios and Latias should probably have a similar total damage output due to their similar stats but Latios will be better since it'll have higher DPS.
Even then I think that Latios will be subpar to Dragonite since it's best moveset (Dragon Breath + Dragon Claw) is shadowed by Dragon Tail + Outrage in terms of DPS. 5 attack stat doesn't make up for the difference.
The advantage of Latios is it's psychic typing which means only a single weakness to ice, resists electric rather than being neutral, no weakness to rock, and resists psychic which are traits that don't seem very useful right now, though maybe I've not considered a matchup.
As a psychic attacker it looks very similar to Metagross, bulky due to typing and stats but underwhelming in DPS because of it's moveset.
If you're fortunate enough to have one, Mewtwo is better and even if not, I'd prefer Alakazam or Espeon for more DPS due to their Confusion + Future Sight movesets.
I think Solar Beam Latios will have some matchups where it is better than Solar Beam Groudon or Exeggutor. Solar Beam is slow, but it's such a strong attack that it doesn't need STAB to be effective - consider Groudon, with net power (damage) on Earthquake being 150 with STAB, while net power on Solar Beam is 180 without STAB. Of course matchups change that, but for critters weak to Grass, could be useful.
And while the DB/DC moveset isn't as good for DPS, many experienced players love the dodgeability it gives, and miss that legacy combination - now the rest of us can try it out.
I also think it's worthwhile to contrast Latias to Lugia - both are tanks, but Latias has a bit more attack, at the expense of bulk. Could be useful as an anchor in Machamp raids if you don't have one already. (Lugia also has a better attack - FS beats Psychic hands down, but the weaker ATT stat makes it less powerful.)
