Kingler B/WP best water offensive pokemon?
Is Kingler B/WP the best potion efficient water offensive pokemon now? (potion efficient meaning it deals most and receives less damage, not caring for total amount of hp)
If so, is it worth any stardust?
If not, which one is?

You're correct, Kingler with B+WP is among the best Water attackers in the game now, in terms of raw damage output. I've used him and he's pretty effective and fun - he still doesn't have the tankiness to compete with the likes of Vaporeon and Gyarados, though. Even at level 30, he won't survive more than one or, if you're lucky, two opponents.
I'd not suggest to spend precious stardust on it. You can easily find a Krabby with high level and high stamina IV (the one that matters the most with such fragile mons), evolve it and use it as is.
