Is it worth using my last guaranteed lucky to trade for a Cranidos?

Haven't really seen much Cranidos in my area, and just yesterday my friend caught one. He dislikes glass cannons, so he's willing to trade it to me, for a Pokemon that's not in his dex. So I checked, and I have a guaranteed lucky Kingdra with legacy Water Gun. Do you think I should do the trade or not?
If you need some details:
Cranidos is L13-ish.
I also do have a guaranteed lucky Lapras, but I don't want to trade it away.
We are Best Friends so it won't cost much to trade.

I would consider it a waste to use a guaranteed lucky trade on a low level Cranidos. You will eventually catch weatherboosted Cranidos near or above level 30 that take significantly less candy to power up.
Another issue is whether it's worth using it on Cranidos at all. I would much rather get a good legendary, because Cranidos could very well become common in some future event, which makes getting a lucky much easier. Lucky legendaries are never going to be easy to get unless they lift the once per day trade limit.

tl;dr I think you shouldn't.

I hatched a 15a/15/14 Riolu last Saturday. Three days later I hatched a 15a/14/15 Cranidos. I only use paid incubators on 10k eggs...there are more 10k eggs than we've ever seen, going by what my eyes have seen

Going to echo the suggestion to wait for a Legendary. Personally, I'd prioritize Rayquaza as it has the best Dragon moveset, it is a good Flying attacker (cheaper options are available, naturally, but if you're unlucky and get stuck with a Flying set, it's a good attacker) and it has Ancient Power as a standard move, making it a potential beast in PvP.

Other than that, Shadow Ball Mewtwo is likely to be worth it as well.

But for any Pokémon that you can Hatch or that spawns in the Wild (and can be caught up to level 35), I would hesitate using a Guaranteed Lucky trade on. It's possible that you will be able to catch multiple Level 35 Cranidos, and will be able to trade those with others and get a Lucky there.

PvP rayquaza isnt as good, its stats are very heavy in attack (which is fantastic for raids, but not so for PvP, and unlike mewtwo, which is similar, doesnt have its versatility or unpredictability with moves) and its not the bulkiest thing out there, yes if it gets outrage off, its likely to one shot, but that's a move that takes a long time to charge up, and ray might not survive long enough to get a second off if its blocked. That and mamoswine in masters is somewhat common, at least in my experience. Ancient power might help, but that's RNG reliant

But I agree with the shadow ball mewtwo and the using the lucky on hatchables.
