How often do you guys see foggy weather?

It's the rarest weather here (outside of snow in the summer, obviously). Soloing Mewtwo is impossible - perhaps you meant duoing it? It's basically luck and location dependent whether you get fog at the exact time your Mewtwo is going on. Maybe places like San Francisco get it a lot?

I've seen it like three times since the system dropped. Fortunately for me, one was just in time for my first Machamp solo raid, which made my ShadowClaw Gengar the VIP for the fight.

I can count on one hand the amount of times I've seen foggy weather.

Never. I'm in Hong Kong. If there is actually fog, it's usually cloudy or partly cloudy.

Never seen it, even when it's actually foggy. Their priority system for the dominant weather is probably off so that foggy registers very rarely.

Once. I wish they would remove foggy altogether and split Cloudy into Cloudy Day and Cloudy Night and have Dark/Ghost spawn at night.

Florida gets fog a lot during the cooler months. I guess it’s our version of snow..

Niantic should implement something for the weather. Since where I live in, it was foggy couple of times but nothing showed in the game. A lot of weather types aren't showing even though it's like that in real life. Windy is a good example.
