I maxed 0 for now, the only highest level i go to now is 35 because i do not have dust or candies to max anything and it is a waste of dust to do so since most t3 solos are achievable at 35. And don't talk to me about duos and shortman legendaries because i do not have any irl friends that are willing to short man with me.

For me it's a total of 17:
Groudon, Mewtu, 4 Tyranitar, 3 Dragonite, Rhydon, Gyarados, 2 Golem, Exeggutor, 3 Machamp.
I am a little hesitant on Kyogre and Venasaur, but will probably do it at one point. Rayquaza will follow as well when it will be back.

Plus I have several mons on lvl 39, because I feel like that those last steps from 39 to 40 are more luxury than necessity. And I know I have some explaining to do with totally useless piece of garbage that is Umbreon. When I got him, he was a high-leveled 96% Eevee and I evolved him to Umbreon as soon as Gen 2 was released. Later it struck me that it was a bad decision (didn't read GP at that time, and thought Umbreon would be cool AND useful). As the damage had been done, I thought "what the heck, I'm never getting that good Eevee back, might as well max him out because he already is lvl 30". But I've had fun using him and at least he's a decent gym defender.

except for Gengar, Alakazam, Houndoom,and Machamp, I max it out because it is usefull in old gym system,they are still usefull now off course but probably stay in lv 35 if not because of CP race in old gym system except for some 100%.

First of all, how do you know if this guy is level 38+? Maybe they are maxed FOR HIM at a lower level.
Second of all, if he is a very active L40 player, he might have 100K+ catches. At an assumed average of 200 stardust per catch, that would be 20MM stardust, not including other stardust bonuses such as raid wins, gym rewards under the old gym system, research rewards, etc.
His claim is certainly plausible.

I have a bunch of others at 37-38, mostly defenders and backup Fight Club. Most of my useful legendaries are in the high 20s. It all depends on actual utility - according to the Calcy analysis, I can just about manage Marowak duo in the rain, and I have successfully soloed all the current Tier 3 set bar A-Raichu, including Donphan depending on signal.
I don't worry about investment costs; they'll pay off as I go. If Origin Pulse Kyogre/Precipice Blades Groudon is a beast? Well, then I'll just have to get one then - I don't mind spending resources for an advantage *now* versus hoarding them in case of a *possible* advantage later.

I have a Kyogre that's level 36 that's likely to be my next choice, followed by my Machamp army (most are upper 30's, close but not quite to max). I managed to bag a 98% shiny boosted Zapdos on Zapdos day, if electric becomes prominent again he's a definite max out suspect (I already had 190+ Zapdos candy on hand, sinking the remaining ~20 rares needed was trivial). To avoid completely destroying my dust count I'll likely save these until after Eevee days. Gotta get that triple dust plus starpieces boi.
Very few. I tend to stop at 35 or 37, unless I can reach some significant breakpoint at a higher level. I have a few at L38-39 for that reason. I have a couple that I took up to 38.5 before the gym rework, and when that was the max for me.

Upon reviewing my list, I'd say I have at least 10-12 that are L38+, but not maxed.
I'm level 38, at 120,000 xp away from 39. Maxed only 1 so far, a 98% Rayquaza. Putting rare candies away for a 100% Kyogre and a 98% Groudon. Both are currently sitting at level 35, with 56 candies each (I keep 200 on reserve and distribute any excess). Also considering maxing a 100% Latios which is at level 35 and has 80 candies. I have a couple of level 35 96% Machamp who are also candidates for maxing. Currently have 1.2MM dust.
If you live in a city with a decent playing community, there's no practical reason to max up a particular pokemon. Rarely will you commit to a T5 raid where you don't have enough people to win, and in those cases level 30-32 pokemon are just fine. Those levels are just fine for soloing T3's (presuming you have decent IVs and movesets on appropriate pokemons), and unless you're in the business of trying to duo T4's, there's no need to strain your resources.
