Have anybody tried it against Kyogre? Against the Blizzard variant only for obvious reasons, with Solarbeam, how does it perform? Since Blizzard wrecks all Kyogre counters but Raikou
I checked, and my maxed perfect Ho Oh with Solar Beam does not make my top 6 either in DPS or TDO. Fire resists Ice, but flying gets extra damage, so Ho Oh is neutral. My level 35 Vileplumes have higher TDO!
From what I see, it sits around #13 in TDO of all attackers, (noth counting alternate movesets on the same attacker)

From Pokebattler Ho-Oh sits at #2 for TDO and #4 overall

maxed perfect Vileplume and Ho-Oh
Vileplume Razor Leaf/Solar Beam DPS 13.8
11 Vileplume do 32.3 % damage to Kyogre, or 2.93% damage per Vileplume.
Ho-Oh ES/Solar Beam DPS 12.1
10 Ho-Oh do 28.6% damage to Kyogre, or 2.86% damage per Ho-Oh
