For some reason I can not buy a secondary move for my Happiny?

Niantic not wanting trainers to save 25k stardust and 25 candy :)

Isn't the cost for a second move for Chansey/Blissey 75,000 and 75 candies, so saving 50,000 stardust and 50 Candies?

(is there any reason to use Blissey in PvP other than to beat all three Team trainers on Master Leave with only using a Blissey?)

It’s saving 50 candy, but you still have to evolve it into Chansey. About the stardust you’re correct, 50k, my bad.

This website says happiny learns psychic and dazzling gleam, unless this website is incorrect?

it can only learn Psychic. DG was removed from the game master before Happiny was released.

I cannot buy a second charged move for my Magikarp. /s

But Gyarados needs 10k and 25 candies anyway, so it doesn't make any difference.
